In 1995, the Council on Aging of Volusia County, Inc., (COA) began operation of Private Pay Services (PPS), with the
intent of offering the same services as provided under grants, to those who need the services but are ineligible for grant services.
Any gains from these services are used by COA to help reduce the need to raise additional funds.
The Community Care for the Elderly
The Community Care for the Elderly (CCE) program provides community-based services to those who
are most needy to prevent unnecessary institutionalization for persons 60 years of age and older; the Older American Act provides
nutrition. Services are provided in the clients' home or in a community setting. COA is required to charge a co-payment for all services
rendered based upon a sliding scale co-payment schedule developed by the Florida Department of Elder Affairs.

Note: Unless otherwise indicated, services are available under both CCE & PPS.
A Care Manager can evaluate the client's ability to live independently, with or without assistance. They can also assist the client and/or family in making arrangements for services such as personal care, homemaking, lawn care, doctor appointments, grocery shopping and selection and moving to an Assisted Living Facility or Nursing Home. The Care Manager can also make regular visits to monitor the progress of the client and report back to a family member if so desired.
As lead agency, the Council on Aging provides Case Management and coordinates services for clients. An assessment is completed on each individual to determine functional impairment and risk of institutionalization, as is governed by the State. Services are then arranged with the appropriate provider.
Chore Services consists of minor household repairs and seasonal cleaning for eligible individuals. Simple household repairs are made to make the home safer.
Arrangements can be made to install and monitor, on a 24 hour per day/365 day per year basis, a push button, voice system that, when activated by client, will summon emergency assistance.
Homemaking provides specific home management duties including light housekeeping, laundry, grocery shopping and other light household tasks.is, a push button, voice system that, when activated by client, will summon emergency assistance.
Home Health services can provide home health to those individuals under a doctor's order who require skilled medical services and are homebound. These services may be needed upon discharge from the hospital, nursing home or rehab center, or may be utilized to prevent health deterioration and hospitalization. Medicare and private insurance accepted.
An In-Home Care Aide will come to the home and assist with the activities of daily living. These activities may include: light housekeeping, personal care, shopping, laundry, respite and companionship.
Under certain circumstances, Council on Aging may contract with VOTRAN Public Transit System to provide Medical Transportation to doctors, rehabilitation, dialysis or similar treatments.
An In-Home Care Aide will come to the home and assist with the activities of daily living. These activities may include: light housekeeping, personal care, shopping, laundry, respite and companionship.
Council on Aging designated the Public Guardian for Volusia County by the Statewide Public Guardian Office. Operating under contract
from the State of Florida and county funding, indigent citizens who have no other willing or able family or friend to serve as guardian
may be eligible for this program. The age criteria for Public Guardianship is 18 years and above.
Grant services are partially funded by the State of Florida and/or Federal programs. Program participants must be 60 years of age
or older and meet functional impairment levels to quality.
Services available under this program is solely dependent upon adequate
funding from the State and Federal government. Due to the growing number of individuals in Volusia County over the age of 60 needing
assistance, long waiting lists are not uncommon.

Information concerning available services for senior adults is available through the agency's Customer Service. If a service is not available through a Council on Aging program, a referral is made to other agencies which can best meet the client's needs. Customer Service provides personal contacts with senior adults who need assistance with applying for services or encouragement to avail themselves of needed programs. More than 21,000 units of information are provided annually.
